These types of situations are mainly on a case-by-case basis, meaning that not every person will have the same results if they find themselves in this situation.
If there is a lot of work to be done on your teeth, this can easily cost thousands to hundreds of thousands of dollars. In most cases, an agency won't want to invest that much money into one girl when they know they can easily go out and find someone with her same look that already has good teeth. You have to keep in mind that there are tons of girls who may not look exactly the same but are similar in height, build, hair/eye color, etc. and this makes it much more convenient for agencies to keep their options open instead of putting all of their efforts and resources into one person, no matter how much potential she could have. It is a business and time is money. While it's not what you may want to hear, the majority of agencies would rather save themselves both time and money by finding a model that doesn't need any extensive work done on her teeth.
Additionally, because of the poor economy, the modeling industry has also been hit financially and I would imagine that most agencies do not have the same financial pull or resources to spend tons of money on each model they sign, like they have in previous years. I will say that if you do have such a shot at having an agency cover the expenses of dental work, it would have to be in a huge market like New York or Los Angeles but if you live in a medium to smaller market, chances are you will be responsible for covering the dental work that will allow you to be more desirable as a model for an agency.
